Maharashtra Day Message by H.E. the Governor of Maharashtra Shri K. Sankaranarayanan to be delivered on 1st May 2010 at Shivaji Park, Mumbai. - 5/1/2010
RONS BANTWALSisters and Brothers,
1. I deem it a great honour and privilege to be addressing you on the joyous occasion of the 50th anniversary of the formation of the State of Maharashtra. Completion of 50 years of the formation of the State is a watershed in the history of Samyukta Maharashtra and we are proud to be witness to this important milestone. I congratulate the people of Maharashtra and those from Maharashtra living elsewhere on this occasion.
2. I consider it my sacred duty to pay my tributes to the known and unknown martyrs whose supreme sacrifice resulted in the creation of Samyukta Maharashtra.
3. A pioneering State in many respects, Maharashtra has provided pragmatic leadership in diverse areas of human endeavour, including national polity, industry, trade, literature, music, fine arts, entertainment, science and technology, to name just a few.
4. Saint Jnaneshwar was one of the greatest Saints, poet and philosopher to have born and lived in this holy land who prayed for the welfare of humanity. The galaxy of saints produced by Maharashtra after him spread the message of equality and fraternity, long before these concepts were accepted by the West. Chhatrapati Shivaji Maharaj, who enjoys a unique place of reverence in the hearts of millions of people, established a competent and progressive civil rule based on justice.
5. The Indian National Congress that subsequently played a significant role in the nation’s freedom struggle was formed in Mumbai in the year 1885. The Indian National Movement which was led by Dadabhai Nowrojee and Sir Pherozeshah Mehta, was taken forward by Lokmanya Tilak and others. The scholarly Gopal Krishna Gokhale was a mentor to Mahatma Gandhi, who eventually carried the mantle of the freedom struggle. Bharat Ratna Dr. Babasaheb Ambedkar added the dimension of social justice to the freedom movement.
6. Maharashtra was one of the foremost states to have started the social revolution. Social reformers like Mahatma Jotiba Phule, Savitri Bai Phule, Maharshi Karve, Karmaveer Bhaurao Patil, Vitthal Ramji Shinde and Shahu Maharaj rebelled against the orthodox hierarchy and strived for creating an egalitarian society based on justice to women and other weaker sections of society.
7. While Jamshedjee Tata established the first indigenous industrial empire with its roots in Mumbai, JRD Tata pioneered the civil aviation movement in the country. Industrialist Kirloskar created a miracle by turning a desolate piece of land in a remote corner of Maharashtra into a bustling industrial township where every working family was provided the benefits of education and healthcare.
8. Maharashtra has been the birthplace of visionaries like Acharya Vinoba Bhave, Shivaji Rao Patwardhan and Baba Amte who set an example of selfless social service.
9. Today, the Indian Film industry has made its mark at the global level and one cannot forget the immense contribution of the Father of Indian Film Industry Dadasaheb Phalke on this auspicious day. Maharashtra has had an unparalleled musical legacy. The State is proud to have produced such genius vocalists like Kesarbai Kerkar, D. V. Paluskar in the past, and Pandit Bhimsen Joshi in the present era whose accomplishments remain unmatched. The name of Bharat Ratna Lata Mangeshkar is a househeld name in the world of music. The State produced three Jnanapeetha award winning writers and scores of other writers and theatre personalities whose works remain a source of inspiration for future generations. The State also produced a galaxy of sportstars some of whom are our proud national icons.
10. Eminent scientists from Maharashtra whose path-breaking works have enabled India to join the elite club of technologically advanced nations of the world, are the pride of the State and the Nation.
11. Under the able leadership of the first Chief Minister of Maharashtra Shri Yashwantrao Chavan, the State made rapid progress on almost all fronts of development. Maharashtra was the first State to successfully establish the Panchayati Raj system and the Cooperative Movement. The State pioneered the Employment Guarantee Scheme to provide assured work to the rural populace in distressed areas. The Scheme was subsequently emulated by other States and even at the national level.
12. A glance at the socio-economic strength of Maharashtra reassures us that the State is well on its path of maintaining its primacy in all areas in the years to come. The State has attracted Foreign Direct Investment worth Rs. 20,681 crore during the past three years. The State continues to be the country’s most favoured industrial destination. By January this year, 169 mega industrial projects had been approved in Maharashtra. Many of these projects are located in the relatively backward areas of the State.
13. In order to promote inclusive development of all regions, an innovative project is being implemented in the State with focus on improving Human Development. It has been decided to implement the project with the taluka as a unit, instead of district. The project will be implemented in 172 talukas for which an allocation of Rs.500 crore has been earmarked.
14. The State Government is also keen to implement the health insurance scheme for the families living Below Poverty Line on the lines of a similar scheme operational in Andhra Pradesh. The Scheme, Rajiv Gandhi New Jeevandayi Arogya Yojana, will be implemented in six districts of the State, namely Raigad, Jalgaon, Solapur, Nanded, Amravati and Gadchiroli in the first phase. An outlay of Rs.250 crore has been proposed for this scheme.
15. In order to improve governance at all levels, the Government has taken a historic decision of creating a Regional Cadre to fill up vacant posts of Government officers for effective implementation of various Government schemes in all parts of the State.
16. The Government has prepared a vision document for the all round development of all its regions, develop the economy at a higher rate of growth and make the State truly global.
17. I feel confident that Maharashtra’s journey to the future will be comprehensive and inclusive. I appeal to the citizens to join hands with the Government in this nation-building effort and enhance Maharashtra’s reputation, as the land of opportunity, enterprise, social equality and brotherhood.
Jai Hind ! Jai Maharashtra !!
