Developmental Encroachment in Kallianpur-Kemmannu Road Near Hampankatta Kemmannu.

The Kallianpur-Kemmannu road comes under the category of PWD road and the PWD has already surveyed this road for road widening.

But the recent developmental work started near Hampankatte in Kemmannu has started to become a subject, where the developer has constructed the main gate of this new upcoming colony far away from the main road as required by the rules and regulations of the PWD. But the developer of this colony has constructed the gutter(Dain-Water) in the original place only. The worst part is other than the  upcoming new colony area, the place between the gutter and the Tar Road is free from any encroachment but the area covering this upcoming colony has been encroached by the developer by making a slope to enter his area.

It is an humble request to President and members of Mudu Thonse Panchyat, to Taluk Panchayaat members and other elected representatives, political leaders to come to the spot verify  this encroachment and to take necessary steps  for any further spreading of this kind of encroachment to the nearby areas.

After getting the above matter, WWW.Kemmannu.com editor tried  to contact the developer but could not able to get in touch, instead was able to contact one of his close aide who is well aware of this project and was ready to share the facts on an pre-condition saying not to disclose his name.

According to him the present drain is constructed about 3 feet away from the original drain and which could be judged from both the ends. Basically this stretch of the road was the narrowest in Hampankatte area and having a history of frequent accidents.

Further elaborating about the slope which the writer has mentioned as encroachment, he said that, the  problem is the slant slope of the upper platform cover, which creates an impression of encroachment. However, if such constructions are built without taking any prior approvals from the concerned authorities. PWD has absolute power to demolish such constructions any time they wish, saying this he closed the telephone line.

Taking the subject little further,  the editor went beyond Hampankatta towards central kemmannu main road and called few more known commuters and asked if they have faced any problems commuting in Kemmannu/Kallianpur road, most of them said yes and expressed similar opinion saying, old mentality of building structures and compound walls on the road has continued. If at all the building owners of Kemmannu were generous enough to sacrifice a bit  for, Kemmannu roads could have been much better than what they are today.

By giving an particular example one commuter answered that, the popular grocery shop owners renovated their shop a few years ago and brought the shop much closer to the road instead of sacrificing a little for the road. If the owners of the old shop were generous enough to demolish a part of their building the curves could have much wider and the eternal traffic jam could have been eased. Some time it is very difficult to move the vehicles if  Two heavy vehicles come face to face in between the area starting  Castelino Bakery till Sarovar Bar.

Entrance of Kemmannu (Hampankatte) has seen a very fast development like colony’s, petrol pump and very soon a five star hotel nearby (Under Construction). It is an welcome sign of development in a sleepy village like Kemmannu, said Mr. Vincy Crasta. We already have Thonse Health Center in Hoode with international standards and having international patients as well as VIP patients from all over India, new and renovated Ganapathi Vyavasaya Seva Sahakari Sangha Niyamitha, Kemmannu and hundreds of new vehicles coming into the road every years from Kemmannu, Hoode, Bengre. Authorities and politicians need to take up the infrastructure related development in these areas, he further says and expects a lot from current Congress MLA and BJP MP.

If and but, times have changed people have changed but the mentality still the same old, said another reader with a kind of sadness in his conversation.
