A Guwahati-based voluntary organisation facilitated public hearing on complaints received in connection with the implementation of the Right to Education (RTE) act at Salonah in Nagaon district of Assam. The Jesuit-run Legal Cell for Human Rights (LCHR) organised the program in collaboration with Assam State Commission for Protection of Child Rights (ASCPCR) on September 24. The ASCPCR had received thirty-two written complaints in this regard and 12 complaints were taken up in the five-hour long “public hearing.”
Speaking on the occasion, Suchitra Kakoty, Chairperson, ASCPCR, highlighted various provisions of the Act. Focusing on the children’s right to participation as enshrined in the ‘Convention on Child Rights’, she described powers and duties of the Commission in monitoring the implementation of the Act. “Public support and cooperation is very essential in implementing the Act in order to defend the right of the children to free and compulsory education,” she said.
Pranjal Saikia, Member, ASCPCR, urged the people to “innovate various ways and means to infuse discipline among children without corporal punishment”. Appreciating the role played by the Govt. of Assam in establishing the ASCPCR, Jesuit Father Ravi Sagar, Director of LCHR, welcomed the bold step taken by the Commission in holding the public hearing. “It is a new way of dispensing justice wherein the court goes to the people and not the people going to the court,” he added.
S. R. Bardhan, SDO- Civil, Kaliabor Sub-Division of Nagaon District, said, “It is for the first time such public hearing has been organized. The people of this remote place are privileged not only to participate in the it but also to know the provisions of the Act.” The ASCPCR was established in 2010 by the Assam government to monitor the implementation of the Act .
About 500 people participated in the event.
