Kudos to the Church in MP - The Bhopal High Court on a petition by Fr. Anand Muttungal has asked the MP Government to provide security to Christians in the belt. Here is what else they have done -

1. We set up an information and helpline centre at three levels.

a) Mandala district where the mela is taking place. b) Jabalpur district, the divisional headquarter of the administration where the Manadala District falls c ) Bhopal, the State capital.

This information and helpline centre have activists from different communities and organizations. We had started the work in the month of August 2010. We did played a low key in the beginning by submitting memorandums and taking assistance from various people. We activated all our high profile liaisoning and advocacy from the beginning of February 2011. As part of this we got some media persons make a spot study and prepare the story.  This helped us get reasonably well media assistance and public opinion towards our cause.

We have taken assistance from socio-political organizations, media and administration. We have also approached the RSS and VHP in this regard to get their attention to the possible problems that may come up during and after the Mela.   The strategy seems to be working and at present the situation in Mandala and surrounding districts are seen to be better. Police have taken precautionary measures by deploying forces in perceived tensed areas. Awareness campaign from our part to inform us if any untoward incident is noticed in any place in the Mandala District and in the neighboring districts is still on. We collect information on daily basis and send necessary details to various authorities of Government and organizations who matters in Madhya Pradesh. This continuous monitoring and other activities will continue for two weeks after the Kumbh Mela too.

2. Legal Steps

We, the Catholic Bishops Council of Madhya Pradesh,  have already approached the High Court of  Madhya Pradesh for Special Security in the district and neighboring districts. On behalf of the Catholic Church Fr. Anand Muttungal, PRO & Spokesperson, have filed the case.  On 8th February 2011 High Court has directed the Government of Madhya Pradesh to provide security to Christians in Mandala district where the Kumbh Mela is being held. (The court has given an oral instruction that the order should not be published in the media but court will directly inform the concerned parties.)

Great Bangalore Debate on Somasekhara Commission Report

A galaxy of Christian leaders from Karkataka including Dr. H.T. Sangliana - Vice Chairman, National Commission for Minorities, Justice M.F. Saldanha - Retd. Judge, High Court of Karnataka, Mr. T. John - former Karnataka Minister, Mr KJ George, MLA, Mr F.T.R. Coalso, IPS (Retd.) - former Director General of Police Jammu& Kashmir and Karnataka,  Mr Ivan Nigli, MLC, Rev. V.M. Samuel, Rev. V. Johnson and other prominent citizens  participated in a public debate and seminar on the report  of the Justice Someshekhara Commission Enquiry  into the 2008 Church attacks.

This Seminar organised by the St. Mark’s Cathedral  of Church of South India focused on the mis-deeds of the BJP Government in Karnataka and especially the then Home Minister Dr. V.S. Acharya.  The conclave demanded  that a fresh CBI enquiry be ordered into the attacks  and take into official consideration the findings of the Justice M.F. Saldanha Commission of Enquiry.

Mr. B.G. Koshy demanded stringent action leading to the dismissal of 4 senior police officers who were complicit and participated in the sacrilege at Mangalore which include two IPS Officers.

Discussions were moderated by former Karnataka and Jammu & Kashmir Director General of Police Mr F.T.R. Colaso, IPS.  Dr. H.T. Sangliana, Vice Chairman of the National Commission for Minorities  has committed to take up the matter with the Government  of India in Delhi.

Both Rev. V.M. Samuel and Rev. V. Johnson  deplored the bogey of conversions being used by Hindutva forces to harass the minuscule Christian community.  The Seminar also condemned the Report by the Someshekhara Commission for trying to divide the community between the Catholics and non-Catholics.

A resolution to submit a Petition to both the Governor of Karnataka and the Chief Minister of Karnataka for immediate redressal was also passed.

Re.:  An appeal to please reopen and reconsider the following closed REFUGEE APPLICATIONS

Dear Respected Madam,

I/We (enclose name and organization, if applicable) __________am writing to show my/our support for the following refugee applications:

1.   Rita and Rahimullah (UNHCR Ref # 07C01071)

2.   Mir Mohammad Asef  and Bibi Aisha (UNHCR Ref # 07C00996)

3.   Shazia and Sunita (UNHCR Ref # 07C01121)

I/We, the undersigned, appeal to you in support of these applicants and ask you to please reopen and reconsider these asylum applications on humanitarian grounds because we fear that, if they are not granted safe haven elsewhere and are deported back to Afghanistan because of a closed or rejected asylum application processed by your office, the abovementioned applicants would – because of their known and public Christian conversion - certainly face a real and imminent threat to their life and well-being, as well as certain arrest and possible execution for “apostasy” according to Afghan law.

We feel sure that this threat to their life is real and imminent on the basis of other recent and well documented cases of Christian conversions and subsequent arrests inside Afghanistan that are being followed in the public domain (ref: Sayed Mossa & Shoaib Assadullah), the subjects of which are currently in the process of appealing to the international and diplomatic community to intervene in order to help spare their lives.

In light of these facts, we appeal to you to please reopen and reconsider these UNHCR cases because if their cases remain closed and they are arrested and deported back to Afghanistan,

* They would, because of their Christian faith, be putting themselves in very grave danger if they were to return to Afghanistan, since there are right now several documented cases of arrested Afghan Christians in Afghanistan, who are facing the death penalty for their conversion.

* They should be eligible for refugee status as per Article 6B of the UNHCR statute which states that “a refugee is a person who is outside his or her country of nationality and is unable or unwilling to return because of well founded fear of persecution for reasons of race, religion, nationality, membership in a particular social group or political opinion” (emphasis ours).

We would be grateful therefore if you could kindly reopen and reconsider the above-mentioned cases and grant them appropriate protection via officially recognized refugee status as per Article 6B of the UNHCR statute.

Yours sincerely
