Karnataka yet to formulate higher education plan

State will not get Central funds under RUSA without submitting it

 

Karnataka has drawn a blank in terms of grants at a recent meeting of the Project Approval Board (PAB) of Rashtriya Uchchatar Shiksha Abhiyan (RUSA) as it is yet to finalise its State Higher Education Plan, a crucial requirement for the release of funds by the Ministry for Human Resource Development (MHRD).

The PAB is the apex body of RUSA to clear proposals from state governments seeking grants from the Centre for higher education, including programmes for quality improvement, research, innovation, faculty improvement support, leadership development, etc.


Karnataka was not even represented at the PAB meeting held in New Delhi last month while officials from Gujarat, West Bengal, Uttarakhand, Haryana, Chhattisgarh, Mizoram, Nagaland, Tripura, Jammu and Kashmir attended the meeting.

Officials in the know of things said that RUSA grants will not be released unless the State government finalised its State Higher Education Plan or State Perspective Plan, as it is otherwise known, listing out its priorities.

 

However, there is no deadline to submit the plan. The earlier a state submits its plan, the earlier it gets the grants. Karnataka is entitled to grants of Rs 1,000 crore during the 12th Five Year Plan (2012-2017) period under RUSA, of which 35 per cent has to be borne by the State.

Besides, the State Higher Education Council (SHEC) will have to be reconstituted as per MHRD guidelines to receive RUSA grants. The SHEC is headed by the higher education minister and the MHRD guidelines prefer a non-political leadership.

It wants the SHEC to be chaired preferably by an eminent academician with proven leadership abilities.

As per the minutes of the PAB meeting, Jammu and Kashmir, Gujarat, Himachal Pradesh, Haryana, Nagaland, Manipur have already submitted their state higher education plans.

The officials pointed out that the higher education department had already received several proposals from the government, aided and private colleges, besides universities, for the creation of cluster universities, establishing new model colleges, upgrading of existing colleges to model colleges, research and faculty improvement programmes utilising RUSA grants.


However, these proposals will not be cleared by the PAB unless the state higher education plan is finalised.

The State government is banking a lot on RUSA grants. In the budget proposals for 2013-14 presented by chief minister Siddaramaiah, the government proposed to establish an advanced research centre at Mangalore University using funds under RUSA.

It has also proposed to recruit scientists and teachers, institute best teacher and researcher awards and also set up a Central University at Karwar, Uttara Kannada, with funding support under RUSA.

Higher Education Minister R V Deshpande said he would ‘look into the matter.’ Deshpande pointed out that he was on election tour for the last one month and  the model code of conduct prevented him from conducting review meetings.

Modification of teachers’ transfer policy on the anvil



The State government will bring about changes in the teachers’ transfer policy to enable posting of spouses at one place, Minister of State for Primary and Secondary Education, Kimmane Ratnakar has said.

Speaking to mediapersons here on Monday, the minister said the necessary amendments will be made after the model code of conduct comes to an end. He said the general transfer of teachers will be taken up from July and the process would continue till August-end.

The minister said that the department had received about 16,000 applications from spouses seeking transfer to a same place. The process to fill 11,400 vacant posts of teachers will also commence after the general transfer, the minister added.

The minister said the department was facing stiff resistance to its measures to curb malpractices during SSLC examinations. He said in some cases special squad personnel were prevented from entering examination centres.

 

Hence, plans are on the cards to bring in a number of changes in the way the examinations are conducted. Public awareness should also be created in this regard, he added.

In wake of general elections, the department has sought the Election Commission’s permission to procure bicycles to be distributed among the government high school students for the coming academic year. The State Cabinet had approved the proposal much before the model code of conduct came into effect, Ratnakar said.

Four held for cash-for-marks scam at B’lore university

A former Bangalore University Syndicate member and a few lecturers were taken into custody by the Halasuru Gate Police on Monday to ascertain their involvement in the cash-for-marks scam.

“We are questioning former BU syndicate member Vedamurthy to ascertain his involvement. We may arrest him if we are convinced about his role,” DCP (Central) B R Ravikanthegouda told Deccan Herald.

Hopeful of getting govt seats, candidates reluctantly attend COMEDK counselling

 
Aspirants for postgraduate medical courses from Karnataka, who took part in the COMEDK PGET 2014 counselling on Monday, are still pinning their hopes on government seats.

The Consortium of Medical, Engineering and Dental Colleges of Karnataka (COMEDK) began counselling on April 21. While admissions to dental courses were facilitated on the first day, the consortium will hold counselling for medical courses on April 22 and 23.

COMEDK had to go ahead with counselling for PG medical courses (private managements’ share of seats) even before the Karnataka Examin- ations Authority (KEA) conducted the counselling for government quota seats.

Usually, COMEDK conducts its counselling after the counselling by the Karnataka Examinations Authority is over.

 

Due to a case pending before the Supreme Court with regard to PG admissions, the government is unable to conduct the counselling.

Meanwhile, students had no choice but to attend COMEDK counselling, for which the admission fee is much higher than for government seats. However, the situation is not completely grim. COMEDK has given an option for students to surrender their seats in case they get a government seat, once the KEA begins counselling. The fee paid will be returned by withholding Rs 5,000 deposit amount.

Students will have to surrender the seats before COMEDK begins the second round of counselling. COMEDK officials said the schedule for the second round was yet to be decided.

Speaking to Deccan Herald, Liji, a student of A B Shetty Institute of Dental Sciences who has secured Rank 315 in COMEDK and Rank 71 in the Karnataka PG entrance, hoped that the government would begin its counselling process before the COMEDK takes up the second round. “I would obviously opt for a government seat. COMEDK has assured us that we would be able to surrender our seats. We will have to wait and watch how the KEA counselling goes.”

In the first-round counselling, out of a total 208 seats, 42 were taken by Karnataka students. Of the 339 candidates who attended the counselling only 46 were from Karnataka. The total number of candidates scheduled for the interview for the first round of dental counselling were 3,711. Under general merit, 177 seats were available and all of them were taken by the end of the day.

Out of the 18 Tulu minority seats, five are remaining; of the nine Telugu minority seats three are remaining after the first round.

Out of 30 seats reserved for the candidates from Hyderabad-Karnataka,this year, eight are vacant.

Those taken into custody include Kotraiah, Suresh and Prabhu, all lecturers, who too are likely to be arrested.

 

The swoop on the four follows interrogation of two daily wage workers of the examination section – Gangadharaiah and Chandrashekar – on April 12, who alleged their involvement. The four allegedly collected money from those who had failed, making them apply for revaluation their papers.

They would ensure failed candidates secured minimum marks required to clear the paper, he said.

Some BU authorities had informed senior police officers about the cash-for-marks scam recently. The BU Syndicate meeting too had debated the issue.

The police took suo motu notice and began the probe which led to the arrests.
They would contact students of BA, BSc and BCom streams and collect between Rs 30,000 and Rs 35,000 per subject.


They would collect student’s registration number and get in touch with few evaluators known to them. They would identify the papers based on some secret code and ensure minimum marks, police said. If the method failed, the duo would change the marks while preparing the marks cards.

Bangalore University Registrar (Evaluation) Prof Ninge Gowda said told Deccan Herald that the university was yet to get the details from the police.

“Once we gather the details, we will constitute an inquiry committee. The decision will have to be passed in the Syndicate. The vice chancellor will take a call on the issue on Tuesday,” he said.

VC Prof Thimme Gowda was not available for comment.
