Spl squad to keep watch on those dumping waste in public places

The Udupi City Municipal Council (CMC) has planned to set up a special squad after the gazette notification approval of the new rule from the  Directorate of Municipal Administration to trace the people who dump the waste all over.

Informing the House about the new set of rules in the general body meeting which was the continuation of the last meeting, which ended abruptly following the walk out staged by the opposition members, CMC Engineer Raghavendra said the squad would focus on the people who recklessly dump the waste in public places and impose spot fine. However, prior to the introduction of the stringent rule, announcements would be made.

The gazette notification would be issued by 15 days and constant vigilance would be in place and boards would be put up at crucial junctions, he added. Sterilisation of dogs also came up for discussion and the survey to be taken up which would cost Rs 15,000. 

Raghavendra said a company from Pune in Maharastra has come forward to take up the task. The survey would be conducted in the morning and evening hours following certain yardsticks of the standard survey method. The sterilisation, de-worming and post-operative care for each male and female dog would cost Rs 590. The sterilisation would be taken up after the survey, said the official. 

Commissioner Manjunathaiah said the stray dog menace is disturbing every ward and the action to sterilise the dogs would be taken up immediately.

Member Vasanti Shetty expressed dissatisfaction on spending nearly Rs 3 lakh for the maintenance of the water supply infrastructure. The commissioner said the pipe connections and other water connections are damaged frequently. 

He said that due to the national highway construction, the expenses are too high and the problems would persist until the completion of the national highway works, he added.

Member Dinaker Shetty said the Mescom is totally irresponsible and the deep holes dug to put up the LED lamps on the ground have been left unattended. The holes are dangerous and the cattle die falling into it, he said. 

The Mescom official said that last year 76 works were completed and Rs 70 lakh each was released for two years for the purpose. The work of replacing the sodium lights with that of LED lights is underway, he added.

The commissioner said the elaborated Under Ground Drainage (UGD) plan has been designed and rectification of existing ones have also been also incorporated in the design. 

Dinaker Shetty demanded that the NOC and the occupancy certificate for the houses should be given only if the applicant has taken UGD connection. Strict action should be taken as against the illegal UGD connections, he urged the civic body.

The opposition members expressed their dissatisfaction over keeping them in ‘dark’ over the construction of Vishweshwaraiah shopping complex. The members had staged a walk out in the last meeting expressing their objection to the issue. 

Following the exchange of a heated argument, the ruling Congress assured the House that it would forward the objections to the government. It also consented that the process would be taken up transparently henceforth.
