Railway Yatri Sangha  writes to CM to Resum Matsyagandha Express


Resuming Matsyagandha Express (Train No -12619) rail services operating between Lokmanya Tilak Terminus (Mumbai) & Mangaluru Junction


Dear Sir,

I write to you seeking your esteemed co-operation in petitioning the Rail Ministry to urgently restart the daily Matsyagandha Express (Train No-12619) rail services operating between Mumbai & Mangaluru.


As you are aware, due to COVID-19, a National lockdown was imposed in March 2020 by the Union Government. Due to this, several out-station train services including the daily rail services of the Matsyagandha Express operating between Lokmanya Tilak Terminus (L.T.T) in Mumbai to Mangaluru Junction had been stopped, until further orders. Further, since the suspension of rail services four months ago, there have not been any rail services connecting the two cities due to the National lockdown being extended in phases.

The Matsyagandha Express is the crucial artery of the Konkan Railways that connects various towns, villages and cities of coastal Maharashtra, Goa, Karnataka & even Kerala to the metropolitan city of Mumbai. Per rough estimates, it is used by thousands of people native to the abovementioned states along with small businessmen and traders to travel between these destinations either for leisure, pilgrimage or for business. Suspension of this crucial rail service for the past four months has therefore substantially affected common people’s lives including economic losses.

There are many migrants/workers and people (along with their families) belonging to lower economic strata who are stuck and are very keen in returning to their hometown’s due to the tough economic conditions and lack of work due to the lockdown in Mumbai. I am to understand, that it is becoming difficult for these people to arrange even daily necessities and most of whom would rather prefer going back to their hometowns to find work and survive.

There are some others as well, including non-residents who are keen on going back to their native places/ hometowns in Maharashtra, Goa & Karnataka who have been stuck in Mumbai ever since the lockdown was announced. In some cases, due to lack of train services, people are being forced to shell out exorbitant amounts to travel by Road in crowded cars or buses, without any form of social distancing, to their hometowns which is very unsafe considering the prevalent situation.

It is necessary that the above problems being faced by the public are solved and resuming train services with precautions is the solution. The Rail Ministry can solve this problem by stepping in and facilitating travel in a safe and hygienic method, by following all prescribed unlock procedures and health directives issued by the Centre as is being done with some other rail routes across the country. By resuming the operations of the Matsyagandha Express with proper safety precautions the above problems could be solved, and we would be a step closer to slowly restoring normalcy.

I, therefore, request you to use your good offices in petitioning the rail ministry to resume the daily Matsyagandha Express rail service between Mumbai & Mangaluru.

ಮುಂಬಯಿ, ಆ.08: ಮುಂಬಯಿ ಹಾಗೂ ಮಂಗಳೂರು ನಡುವೆ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವ ದೈನಂದಿನ ಮತ್ಸ್ಯಗಂಧ ಎಕ್ಸ್‍ಪ್ರೆಸ್ (ರೈಲು ಸಂಖ್ಯೆ 12619) ರೈಲು ಸೇವೆಯನ್ನು ತುರ್ತಾಗಿ ಮರು ಪ್ರಾರಂಭಿಸು ವಂತೆ ರೈಲ್ವೆ ಸಚಿವಾಲಯಕ್ಕೆ ಒತ್ತಾಯಿಸುವಂತೆ ರೈಲ್ವೇ ಯಾತ್ರಿ ಸಂಘ ಬೊರಿವಲಿ ಮುಂಬಯಿ (ಪಶ್ಚಿಮ ವಲಯ) ಸಂಸ್ಥೆಯು ಇಂದಿಲ್ಲಿ ಉತ್ತರ ಮುಂಬಯಿ ಲೋಕಸಭಾ ಸಂಸದ ಗೋಪಾಲ ಸಿ.ಶೆಟ್ಟಿ ಇವರಿಗೆ ಮನವಿ ಸಲ್ಲಿಸಿತು. ರೈಲ್ವೇ ಸಂಘದ ಗೌರವಾಧ್ಯಕ್ಷ ವಿರಾರ್ ಶಂಕರ್ ಶೆಟ್ಟಿ ಮತ್ತು ರೈಲ್ವೇ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಶಿಮಂತೂರು ಉದಯ ಶೆಟ್ಟಿ  ಮುಂದಾಳುತ್ವದ ನಿಯೋಗವು ಇಂದಿಲ್ಲಿ ಸಂಸದರ ಕಛೇರಿಗೆ ಭೇಟಿ ನೀಡಿ ಈ ಕೂಡಲೇ ಮತ್ಸ್ಯಗಂಧ ಎಕ್ಸ್‍ಪ್ರೆಸ್ ರೈಲು ಸೇವೆಯನ್ನು ಪುನಾರಂಭಿಸುವಂತೆ ಒತ್ತಾಯಿಸಿತು. ಈ ಸಂದರ್ಭ ರೈಲ್ವೇ ಸಂಘದ ಪ್ರೇಮನಾಥ್ ಪಿ.ಕೋಟ್ಯಾನ್, ರಜಿತ್ ಸುವರ್ಣ ಉಪಸ್ಥಿತರಿದ್ದರು.

ಜಾಗತಿಕವಾಗಿ ಪಸರಿಸಿರಿವ ಕೋವಿಡ್ ಸಾಂಕ್ರಮಿಕ ರೋಗ ತಡೆಗಟ್ಟುವ ಉದ್ದೇಶದಿಂದ ಕೇಂದ್ರ ಸರ್ಕಾರವು ಕಳೆದ ಮಾರ್ಚ್ ಕೊನೆಯ ವಾರದಿಂದ ರಾಷ್ಟ್ರೀಯ ಲಾಕ್‍ಡೌನ್ ವಿಧಿಸಿದ ದಿನದಿಂದ ಮುಂಬಯಿನ ಲೋಕಮಾನ್ಯ ತಿಲಕ್ ಟರ್ಮಿನಸ್ (ಎಲ್‍ಟಿಟಿ) ಮುಂಬಯಿನಿಂದ  ಮಂಗಳೂರು ಜಂಕ್ಷನ್ ತನಕ ಕಾರ್ಯ ನಿರ್ವಹಿಸುತ್ತಿರುವ ಮತ್ಸ ್ಯಗಂಧ ಎಕ್ಸ್‍ಪ್ರೆಸ್‍ನ ದೈನಂದಿನ ರೈಲು ಸೇವೆಗಳು ಸೇರಿದಂತೆ ಹಲವಾರು ಹೊರ ಜಿಲ್ಲೆ, ರಾಜ್ಯಗಳ ನಿಲ್ದಾಣದ ರೈಲು ಸೇವೆಗಳನ್ನು ಮುಂದಿನ ಆದೇಶದವರೆಗೆ ನಿಲ್ಲಿಸಿದೆ. ಕಳೆದ ನಾಲ್ಕು ತಿಂಗಳ ಹಿಂದಿನಿಂದ ರೈಲು ಸೇವೆಗಳನ್ನು ಸ್ಥಗಿತಗೊಳಿಸಿ ಲಾಕ್‍ಡೌನ್ ಹಂತ ಹಂತವಾಗಿ ವಿಸ್ತರಿಸುವುದರಿಂದ ಈ ಎರಡು ನಗರಗಳನ್ನು ಸಂಪರ್ಕಿಸುವ ಯಾವುದೇ ರೈಲು ಸೇವೆಗಳು ಇನ್ನೂ ಆರಂಭಿಸಿಲ್ಲ. ಮತ್ಸ್ಯಗಂಧ ಎಕ್ಸ್‍ಪ್ರೆಸ್ ಕೊಂಕಣ ರೈಲ್ವೆಯ ನಿರ್ಣಾಯಕ ಅಪಧಮನಿ, ಇದು ಕರಾವಳಿ ಮಹಾರಾಷ್ಟ್ರ, ಗೋವಾ, ಕರ್ನಾಟಕ ಮತ್ತು ಕೇರಳದ ವಿವಿಧ ಪಟ್ಟಣ, ಗ್ರಾಮ ಮತ್ತು ನಗರಗಳನ್ನು ಮುಂಬಯಿ ಮಹಾನಗರಕ್ಕೆ ಸಂಪರ್ಕಿಸುತ್ತದೆ. ಸ್ಥೂಲ ಅಂದಾಜಿನ ಪ್ರಕಾರ, ವಿರಾಮ, ತೀರ್ಥಯಾತ್ರೆ ಅಥವಾ ವ್ಯವಹಾರ ವಹಿವಾಟುಗಳಿಗಾಗಿ ಈ ಸ್ಥಳಗಳ ನಡುವೆ ಪ್ರಯಾಣಿಸಲು ಸಣ್ಣ ಉದ್ಯಮಿಗಳು ಮತ್ತು ವ್ಯಾಪಾರಿಗಳೊಂದಿಗೆ ಮೇಲೆ ತಿಳಿಸಲಾದ ರಾಜ್ಯಗಳ ಸ್ಥಳೀಯ ಸಾವಿರಾರು ಜನರು ಇದನ್ನೇ ನಂಬಿಕೊಂಡಿದ್ದಾರೆ. ಕಳೆದ ನಾಲ್ಕು ತಿಂಗಳುಗಳಿಂದ ಈ ನಿರ್ಣಾಯಕ ರೈಲು ಸೇವೆಯನ್ನು ಸ್ಥಗಿತಗೊಳಿಸುವುದರಿಂದ ಜನಸಾಮಾನ್ಯರಿಂದ ಜನಮಾನ್ಯರಲ್ಲೂ ಭಾರೀ ಪ್ರಮಾಣದ ಮಾನಸಿಕ ಮತ್ತು ಆಥಿರ್üಕ ನಷ್ಟಗಳು  ಗಣನೀಯ ಪರಿಣಾಮ ಬೀರಿದೆ. ಜೊತೆಗೆ ಸಾಮಾನ್ಯ ಜನರ ಜೀವನದ ಮೇಲೆ ಅಂದಾಜಿಸಲಾಗದಷ್ಟು ನಷ್ಟಕ್ಕೆ ಕಾರಣವಾಗಿದೆ ಎಂದು ಶಿಮಂತೂರು ಉದಯ ಶೆಟ್ಟಿ  ಸಂಸದರಿಗೆ ಮನವರಿಸಿದರು.

ಲಾಕ್‍ಡೌನ್ ಕಾರಣದಿಂದಾಗಿ ಮುಂಬಯಿಯಲ್ಲಿನ ಕಠಿಣ ಆಥಿರ್üಕ ಪರಿಸ್ಥಿತಿಗಳು ಉದ್ಭವಿಸಿ ಕೆಲಸ, ವಹಿವಾಟುಗಳ ಕೊರತೆಯಿಂದಾಗಿ ಅದೆಷ್ಟೋ ಅಸಹಾಯಕ ಜನತೆ ಅನೇಕ ವಲಸಿಗರು, ಕಾರ್ಮಿಕರು ಮತ್ತು ಜನರು (ಅವರ ಕುಟುಂಬಗಳೊಂದಿಗೆ) ತಮ್ಮ ಊರಿಗೆ ಮರಳಲು ಬಹಳ ಉತ್ಸುಕರಾಗಿದ್ದು ಈ ಬಗ್ಗೆ ಅರ್ಥ ಮಾಡಿಕೊಳ್ಳಬೇಕಾಗಿದೆ. ಸದ್ಯ ಹಣಕಾಸು ತೊಂದರೆಯಿಂದ ಈ ಜನರಿಗೆ ದೈನಂದಿನ ಅವಶ್ಯಕತೆಗಳನ್ನು ಸಹ ವ್ಯವಸ್ಥೆ ಮಾಡುವುದು ಕಷ್ಟಕರವಾಗುತ್ತಿದೆ ಮತ್ತು ಅವರಲ್ಲಿ ಹೆಚ್ಚಿನವರು ಕೆಲಸ ಹುಡುಕಲು ಮತ್ತು ಬದುಕಲು ತಮ್ಮ ಊರಿಗೆ ಹಿಂತಿರುಗಲು ಬಯಸುತ್ತಾರೆ. ಈಗÀಲೂ ಮುಂಬಯಿನಲ್ಲಿ ಸಿಲುಕಿರುವ ಅದೆಷ್ಟೂ ಮಹಾರಾಷ್ಟ್ರ, ಗೋವಾ ಮತ್ತು ಕರ್ನಾಟಕದ ಜನರು ತಮ್ಮ ಸ್ವಂತ ಊರುಗಳಿಗೆ ಹಿಂದಿರುಗಲು ಉತ್ಸುಕರಾಗಿದ್ದು, ರೈಲು ಸೇವೆಗಳ ಕೊರತೆಯಿಂದಾಗಿ, ಜನರು ಯಾವುದೇ ರೀತಿಯ ಸಾಮಾಜಿಕ ಅಂತರ ಕಾಪಾಡದೆ, ಕಿಕ್ಕಿರಿದ ಕಾರುಗಳು ಅಥವಾ ಬಸ್ಸುಗಳಲ್ಲಿ ಅತಿಯಾದ ಮೊತ್ತವನ್ನು ಭರಿಸಿ ರಸ್ತೆ ಮಾರ್ಗವಾಗಿ ತಮ್ಮ ಊರಿಗೆ ತಲುಪಲು ಹಪಹಪಿಸುತ್ತಿದ್ದಾರೆ. ಇದು ಚಾಲ್ತಿಯಲ್ಲಿದ್ದು ಬಹಳ ಅಸುರಕ್ಷಿತವೂ ಆಗಿದೆ.

ಆದ್ದರಿಂದ ಸಾರ್ವಜನಿಕರು ಎದುರಿಸುತ್ತಿರುವ ಮೇಲಿನ ಸಮಸ್ಯೆಗಳಿಗೆ ರೈಲ್ವೇ ಇಲಾಖೆಯು ಪರಿಹರಿಸುವುದು ಅವಶ್ಯಕ ಮತ್ತು ಮುನ್ನೆಚ್ಚರಿಕೆಗಳೊಂದಿಗೆ ರೈಲು ಸೇವೆಗಳನ್ನು ಪುನರಾರಂಭಿಸುವುದು ಪರಿಹಾರವಾಗಿದೆ. ರೈಲ್ವೆ ಸಚಿವಾಲಯವು ಸುರಕ್ಷಿತ ಮತ್ತು ಆರೋಗ್ಯಕರ ವಿಧಾನದಲ್ಲಿ ಹೆಜ್ಜೆ ಹಾಕುವುದರೊಂದಿಗೆ ಮತ್ತು ಪ್ರಯಾಣವನ್ನು ಸುಗಮಗೊಳಿಸುವ ಮೂಲಕ, ಕೇಂದ್ರವು ಹೊರಡಿಸಿರುವ ಎಲ್ಲಾ ನಿಗದಿತ ಹೊರಗೆಡವು (ಅನ್ಲಾಕ್) ಕಾರ್ಯವಿಧಾನಗಳು ಮತ್ತು ಆರೋಗ್ಯ ನಿರ್ದೇಶನಗಳನ್ನು ಅನುಸರಿಸುವ ಮೂಲಕ ದೇಶದಾದ್ಯಂತ ಇತರ ಕೆಲವು ರೈಲು ಮಾರ್ಗಗಳೊಂದಿಗೆ ಮಾಡಲಾಗುತ್ತಿದೆ. ಅಂತೆಯೇ ವ್ಯವಸ್ಥಿತ ಸುರಕ್ಷತಾ ಮುನ್ನೆಚ್ಚರಿಕೆಗಳೊಂದಿಗೆ ಮತ್ಸ ್ಯಗಂಧ ಎಕ್ಸ್‍ಪ್ರೆಸ್‍ನ ಕಾರ್ಯಾಚರಣೆಯನ್ನೂ ಪುನರಾರಂಭಿಸುವ ಮೂಲಕ ಜನತೆಯ ಸಮಸ್ಯೆಗಳನ್ನು ಪರಿಹರಿಸಬಹುದು ಮತ್ತು ನಿಧಾನವಾಗಿ ಸಾಮಾನ್ಯ ಸ್ಥಿತಿಯನ್ನು ಪುನರ್‍ಸ್ಥಾಪಿಸಲು ನಾವು ಒಂದು ಹೆಜ್ಜೆ ಹತ್ತಿರ ಆಗಬಲ್ಲದು ಎಂದು ಮನವಿಯಲ್ಲಿ ಉಲ್ಲೇಖಿಸಲಾಗಿದೆ.

ಆದ್ದರಿಂದ ಮುಂಬಯಿ ಮಂಗಳೂರು ನಡುವಿನ ದೈನಂದಿನ ಮತ್ಸ್ಯಗಂಧ ಎಕ್ಸ್‍ಪ್ರೆಸ್ ರೈಲು ಸೇವೆ ತತ್‍ಕ್ಷಣವೇ ಪುನರಾರಂಭಿಸಲು ರೈಲ್ವೆ ಸಚಿವಾಲಯಕ್ಕೆ ಮನವಿ ಸಲ್ಲಿಸುವಂತೆ ಕೋರಿ ಸಂಸದ ಗೋಪಾಲ ಶೆಟ್ಟಿ ಅವರಿಗೆ ಮನವಿ ಮೂಲಕ ವಿರಾರ್ ಶಂಕರ್ ಶೆಟ್ಟಿ ವಿನಂತಿಸಿದರು.

ಕೇರಳಕ್ಕೆ ಓಕೆ ಟಿಕೇಟು ಮಂಗಳೂರುಗೆ ವೈಟಿಂಗ್ ಲಿಸ್ಟು..?

ಕೊಂಕಣ್ ರೈಲ್ವೇ ತುಳು-ಕನ್ನಡಿಗರಿಗೆ ಪ್ರಯಾಣದ ವರ ಎಂದೇ ಖಾತ್ರಿ. ಬಹುಶಃ ವಿಶೇಷವಾಗಿ ಅವಿಭಜಿತ ದಕ್ಷಿಣ ಕನ್ನಡ, ಉಡುಪಿ, ಮುಂಬಯಿ ನಡುವಿನ ಜನತೆಗೆ ಜೀವನಾಡಿ ಇದ್ದಂತೆ. ಪ್ರಯಾಣದೊಂದಿಗೆ  ಪ್ರಣಯದ ಬೆಸುಗೆಯನ್ನ ಕಂಡ ಜನತೆಗೆ ಕೊಂಕಣ್ ರೈಲ್ವೇ ಎಂದರೆ ಮತ್ಸ್ಯಗಂಧ ರೈಲು ಅನ್ನುವುದರಷ್ಟು ವಿಶ್ವಾಸ. ಆದರೆ ಈ ರೈಲು ಮಾರ್ಗದಲ್ಲಿ ಸದ್ಯ ನೇತ್ರಾವತಿ, ಮಂಗಳ, ರಾಜಧಾನಿ, ಡುರೊಂಟೊ, ಕೊಚುವಲಿ ಎಕ್ಸ್‍ಪ್ರೆಸ್ ಇತ್ಯಾದಿ ಅನೇಕಾನೇಕ ರೈಲುಗಳು ರೈಲು ಸಂಖ್ಯೆ ಬದಲಾಯಿಸಿ ವಿಶೇಷ ಸೇವೆಯಾಗಿಸಿ ಇದೇ ಕೊಂಕಣ ರೈಲು ಮಾರ್ಗವಾಗಿ ನಿತ್ಯ ಸಂಚಾರಿಸುತ್ತಿವೆ. ಗೋವಾ, ಕೇರಳ ರಾಜ್ಯಗಳ ಜನತೆ ಇದರ ಫಲಾನುಭ ಪಡೆಯುವಂತಿದ್ದರೆ ಕರ್ನಾಟಕದ ಮಧ್ಯದಿಂದಲೇ ಸಾಗುತ್ತಿರುವ ರೈಲಲ್ಲಿ ನಮ್ಮ ಜನತೆಗೆ ಏಕೆ ದ್ರೋಹ ಬಗೆಯುತ್ತಿರಿ ಅನ್ನುವುದೇ ಕುತೂಹಲಕಾರಿ. ಅದೂ ವಿಶೇಷ ಯಾನ ಮತ್ತು ನಿಯಮಿತ (ರೇಗ್ಯಲರ್) ಪ್ರಯಾಣ ಇದರೊಳಗಿನ ವ್ಯತ್ಯಾಸ ಏನು ಮತ್ತು ಮುಂಬಯಿನಿಂದ ಕೇರಳದ ಸ್ಥಾನಗಳಿಗೆ ಟಿಕೇಟು ಖರೀದಿಸಿದರೆ ತಕ್ಷಣವೇ ಓಕೆ ಟಿಕೇಟು ದೊರೆಯುವಂತಿದ್ದರೆ ಮಂಗಳೂರುಗೆ ಟಿಕೇಟು ಮಾಡಿದರೆ ಯಾಕೆ ವೈಟಿಂಗ್ ಲಿಸ್ಟ್ ಬರುತ್ತದೆ ಅನ್ನುವುದೂ ಇನ್ನೂ ಪ್ರಯಾಣಿಕರಲ್ಲಿ ಯಕ್ಷಪ್ರಶ್ನೆಯಾಗಿ ಕಾಡುತ್ತಿದೆ. ಆದ್ದರಿಂದ ದ.ಕ ಜಿಲ್ಲಾ ಸಂಸದ ನಳಿನ್‍ಕುಮಾರ್  ಕಟೀಲ್, ಉಡುಪಿ ಸಂಸದೆ ಶೋಭಾ ಕರಂದ್ಲಾಜೆ ಹಾಗೂ ಕರ್ನಾಟಕದ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಮತ್ಸ್ಯಗಂಧ ಎಕ್ಸ್‍ಪ್ರೆಸ್ ಯಾನ ಪುನರಾರಂಭಿಸುವರೇ ತಕ್ಷಣವೇ ಸೂಕ್ತ ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಪ್ರಯಾಣಿಕರು ಈ ಮೂಲಕ ಕೋರಿದ್ದಾರೆ.
