Udupi : District in-charge Minister Pramod Madhwaraj launched of Swachh Udupi-Mission 2018 – Countdown Begins programme organized by the district administration and the Zilla Panchayat at Rajathadri, DC office at Manipal on Wednesday, 16th August, 2018.

Minister Pramod Madhwaraj unveiled a plan for making of Swachh Udupi Mission- 2018 with the unique task wherein the district would be ensured as garbage free by 2nd October, 2018 through increasing the garbage value and transforming every nit of garbage into productivity.

After the unveiling a plan for making such motives of the district administration, C. Srinivasan, Project Director, India Green Services, Vellore, Tamil Nadu, said that the segregation of waste would be done in a 30% + 30% + 30% + 10% formula model. This would be implemented in all the 158 gram panchayats and four Urban local bodies in the district.

He said that under the first 30% formula, big educational institutions, big organizations and places of worship like temples, churches, Masjids would have to segregate their waste into organic and inorganic waste and dispose it of on their own premises.

The second 30% formula, chicken stalls, small catering business, haircutting saloons etc would have to segregate their waste. They could have to form their own associations for the segregating and disposing of the garbage either by themselves or self help groups.

The third 30% would deal with households. Every household would be provided with two buckets – green for putting organic waste and red for putting inorganic waste. This would be collected twice a day by self help groups at a price of just Rs 3 per day.

The last 10% formula deal with public places like gardens which cleanliness done by the authorities. He promised that if these formulas strictly implemented, then there will no obstacles to make Swachh Udupi Mission by 2nd October, 2018.

Speaking after the unveiling the plaque, Pramod Madhwaraj said that the district is under intensive package programme. The programme is adopted in order to utilize the available garbage in the effective manner. The garbage generated will help to mobilize the revenue which will help the rural and urban local bodies to function. Solid waste management project will be taken up elaborately by taking the public into confidence, he said.

Pramod said that each gram panchayat is allotted Rs. 20 lakh under Swachh Bharat Mission, as the district is declared as open defecation free.

Priyanka Mary Francis, deputy Commissioner of the district said that programme will be taken up separately in Urban and Rural areas. We have taken three gram panchayats, namely Varamballi, Nitte and Gangolli and the project will be completely implemented in four months. After that the project will be taken up in all other gram panchayats.

She said around 250 households will be taken in each gram panchayat in the initial phase. Meetings will be held in many phases and the public will be told about the measurers required to be adopted. Garbage will be done collected twice a day and minimal amount of Rs 3 will be charged.

After the programme, media conference held at DC’s court with the media persons. Deputy Commissioner Priyanka Mary Francis said that already three gram panchayats had been chosen for implementation of pilot project of Swachh Udupi mission. The pilot project will go on for three months.

She said once this mission was successfully implemented it would be implanted in the remaining other panchayats and it would be implemented throughout next months.

She said Solid Waste Management Rules 2016 will be strictly implemented. Persons who do not cooperate will be fined heavily. Two buckets with the calendar will be presented to each household and segregation of waste will be done by the Self Help Group members and people with disability, who would be appointed for the employment. Every type of waste will be treated and something productive will be generated, she said.

She also said that the household is not giving away at least the dry waste, it would be assumed that the household is burning the waste. A survey involving the SHG member will be taken to look into the amount of waste generated and the way of disposal as there is a need to prepare a detailed project report to submit to the government for the release of funds. The survey will focus on the specifics like employments of the house members, number of pets they have and other miniscule details to keep the track, she said.
