Udupi: The local MLA Raghupathy Bhat angry against the district Forest Officer for not attending important meeting of the Zilla Panchayat. Zilla panchayat general meeting is being considered by the authorities. Despite the main debate on the matter of the Forest Department, District Forest Officer Kamala is a contender for the meeting. All the members condemned the absence of district forest officer.
The 19th Zilla Panchayat general meeting was held at V S Acharya Auditorium, Rajathadri in Manipal on Tuesday, January 28, Raghupathy Bhat said that the forest department is not allowing any developmental work in the district. The district is also not responding to development. The district panchayat members, led by MLA Raghupati Bhatt, demanded that the decision be taken at the meeting and report to the chief secretary of the government.
CEO Preethi Gehlot, who was in the meantime said that DFO did not attend the meeting due to Mangalore’s additional role as DFO. CEO said that the ACF had sent him instead. Members who disagreed were relentless.
The Forest Department does not approve renewal of licenses for partially quarried forest quarries. MLA Raghupathi Bhatt expressed his displeasure that the impact was a backdrop for development in the district. Crushers are closing in the district due to the carelessness of the authorities. He expressed outrage that the building works were not taking place.
Previously, a meeting was chaired by the Minister of Mines, DFO, District Collector, and a joint survey by the Ministry of Revenue, Mines and Forests and decided to abandon the old stone quarries in the Deemed Forest partially off Deemed Forest. Later, a joint survey report of the rules was filed by the Forest Department alleging that the officials were not signing it, Raghupathy Bhat alleged.
BK Kusumadhara, Deputy Director, Land Records Department, said that a joint survey was carried out in the past to update 14 quarries in the district. Of these, 3 quarries are allowed and 11 quarries are partially deemed forested.
Survey and sort out the extent of deemed forest in the district and the area of quarries there. The forest official stated that DFO had advised him not to grant permission for the renewal.
Speaking on the occasion, MLA Bhat said the district has thousands of acres of partially deemed forest, which would solve the problem if quarries on a couple of acres were abandoned. But officials disagreed, saying they did not agree, Bhat said.
People are going to rebellion said Bhat. The Forest Department is not letting old roads in the vicinity and Unable to provide infrastructure to wild villages. He warned that if the situation continues, there would be a rebellion against the Forest Department.
Member Rohit Kumar Shetty said a survey is underway to include the villages of Siddapur, Azri and Ullur into the most delicate area. About 80 per cent of the farmers in this range, if declared a sensitive area, will be disturbed by the farmers. He feared that it would not be able to provide the infrastructure.
The 1 km range from the edge of the sanctuary that has already been identified has been declared an ecologically sensitive area. The sides like Kollur have been reduced to zero. The ACF informed that the buffer zone could be brought up to 10 km from the edge of unidentified sanctuaries.
Education and Health Standing Committee president Prathap Hegde Marali said that deemed and reserved forest norms putting poor rural people into more trouble. If the same ignorance of the forest officials continues, there is no doubt that those people will start naxal activities to get their rights back.
A map of the Mookambika sanctuary has already been prepared and informed that the map of Someshwara and Kudremukh sanctuary should be prepared. The decision was taken at the meeting to reduce the area of the environmentally sensitive area of the sanctuary as yet unidentified.
Standing Committee President Sumit Shetty, Sunanda Putran, District Panchayat Chief Project Officer Srinivas Rao, Deputy Secretary Kiran Padnekar and Project Director Gurudat were also present.
