Hoode-Kemmannu-Santhekatte road gets a facelift- Gets Paver finished.

Kemmannu Feb06:Kemmannu road, which was re-laid about six years ago, was in bad shape because of the wear and tear. The road needed urgent repairs for which the PWD department responded and got a lifeline with Paver finish.
The stretch between Hoode and Hampankatte is completed and the high speed work is expected to be completed up to Santhekatte very soon.
With the rise in traffic in the once dormant road, especially the plying of trucks loaded with sand and fish the road was taking a beating.

Well said Madhav, only hope rest with the few honest politicians and government servants. As you said if land lords are ready to part with a small portion of the land they too will gain. Parking vehicles is a big problem not only in Kemmannu but almost all the urban cities. People suffer and curse politicians and govt servants. The change should begin within. Agree[0]

Thanks for many letters flying in kemmannu.com regarding relaying of road between Santhekatte and Hoode. In my previous comment, I had forgotten to tell one thing, that is, widening of the road is necessary due to increase in traffic on this stretch. But how many landlords who are having plots on either side of the road are willing to give their small measure of land for this public purpose. Even a landlord having one acre of land is not ready to give one cents of land for this purpose.
We cannot depend always on civic authorities or panchayats for any developmental works. Because in today’s India, corruption is the most prominent word which exist at every stage from panchayat level to ministry level. Even to get birth or death certificate we have to grease the palms of concerned. Finding honest people is very difficult in every walks of life. People entering politics or govt job not for serving the society or nation, but for selfish gains. In such circumstances, people should come forward to do something better for the society by sacrificing a few hundred rupees or small peace of land to beauty their nearby road etc. Agree[0]

Fact of the matter is that eveyone is concerned, Pent up anger is coming out. Panchayat membembers are as good as what we are. As an Judge (if at all someone is) will have a difficult question to anwser, As citizens who pay tax have the right to ask quetions. I do agree with you that we do have excellant brains in and around Kemmannu. Despite taping this brains, we have the elected leaders, who have personally opted to represent and work towards improving the quality of life of the region. Let all of us, at least through the social media, come together raise the issues collectively and put some pressure on these elected representatives so that, least start thinking to work for the betterment of the people of our dear Kemmannu and make as a model village. By sayin, just, we have better brains does not solve the problems. At present, we hadly find the facilities like old age home for the aged, community hall for the collective celebration of common festivals (people of all religious faith together), so that the communal harmony is protected, play ground for the children etc etc. Since my childhood, the Kemmannu is as it is, same old congested roads and hopelessly poor infrastructure. Despite increase in population of Kemmannu, we find no opportunities for the local children as no job oriented courses/higher education available after the basic education ( primary and secondary). Sunita you are right. We still have JOKERS in Kemmannu who want pukat ka road up to their house but will never allow the road to go further to any one elses house. Let us be grateful to PWD for this beautiful Kemmannu road. I drive Mumbai – Goa - Mangalore very often using NH 17. On my last trip to Mangalore during Christmas 2012 I found few patches between Ankola and Kundapur in a total mess as if a National Highway has disappeared. Property price going higher is benefiting all of us, including a person like me, who is staying deep inside the village. Also for your kind info,I do not hold any property near the main road. Just for pure argument sake I have given the update from Karnataka Punchayat act 1993. Also, note,PWD is responsible only within the city limits. Village areas, they have only implementing responsibility and not maintenance. Let all of us join and wake us up these AVC (Administrative Village Committee) and local village representatives, who just show some greener pastures before the election and later busy with doing politics. I append the extract of Village Road maintenance plan from Karnataka Village Punchayat Act 1993.
Village Road Maintenance Plan:
"Whether it is a township road, village road or village track, each village along the
road is involved with the maintenance of the road in some way.
The AVC usually is given the main responsibility for the maintenance of their section of the road. The TG will help the AVC to reach agreement with adjoining villages
and to draw up a Village Road Maintenance Plan. The Village Planning Mentor (VPM) from the TG has been trained by the CCPAP Project to help the village do
this. The topics to consider vary according to the local situation. Some topics to
consider are: -
Agreements with the TG and other villages along the road alignment which set out respective responsibilities.
Coordination with the Township Government.
The selection and duties of one or more Road Maintenance Workers.
Requirements for a household contribution for voluntary labour, as necessary.
Making rules and regulations for the proper use of the road.

For the kind information of those who wish heaven in earth and clean shaved roads,first and foremost the roads belong to PWD department and they maintain and keep it fit for use. As for blaming the Panchayats, it is like India blaiming Pakistan for drop of a hat in India. social awareness is effective since the Kemmannu.com news media highligts every issue such as roads garbage civic amenities etc. Thanks to the noble deeds of social workers of Kemmannu. It will be wise to demolish some of the shops in Kemmannu town since 1950 the width of the road is unchanged though bullock carts once drew laden with cargo now buses and trucks including hundreds of other vehicles ply everyday. It is a tough task to pass in front of Bhattre angadi, uggelda Katte and opposite Ganapathy vyavasaya bank. Agree[0]

The ownership and the responsibility of the maintaining the main road and side gutters, rests with the respective village panchayat and not the indivisual property owners. Where are the representatives of the respective wards? Only enjoying the preveledges or ZZZZZ? Few months back there was an write up on Kemmannu.Com about littering the riverside and spoiling the greenery of Kemmannu river. Is any action taken and problem fixed or till the next punchayat election the same old story? Agree[0]

The thorny bushes on both the sides from Nejar to Church/Convent may be cleared by the owners of the roadside land. If they spend few hundred rupees to cut off the bushes the road looks nice. Can somebody tell me who is responsible for Charandi and thorny bushes on the sides of the road. It is impossible to walk on the roads of Kemmannu due to flying bikes and cars and speeding busses and Thorny bushes on the edge of road. Bus stand of Gudiam has been covered fully with tall grass.
