Retired DGPs accuse each other of illegality in employing orderlies
Bangalore, Jan 11, 2013, DHNS:Dinakar and Krishnamurthy file complaints with Lokayukta police,Accusing each other of having employed police constables as personal orderlies while they were in service, two retired IPS officers have filed complaint and a counter complaint with the Lokayukta police.
Former Director General and Inspector General of Police C Dinakar has filed a complaint with the Lokayukta police against former Director General of Police Dr S Krishnamurthy, accusing him of having employed a head constable as a cook in his house for 15 years.
In the complaint lodged on December 27, 2012, Dinakar said that Krishnamurthy employed Srinivas, a head constable, as his cook for 15 years till he (Krishnamurthy’s) retired in 2003.
Dinakar has stated that the said information was revealed by Krishnamurthy himself in a response to writ petitions (No. 5250 of 2002) and (No. 6671 of 2002) filed in the Karnataka High Court.
“Krishnamurthy has stated in his statement of objection that he has been Registrar of Bangalore University for two years and Director of Information, Government of Karnataka, for five years.” The two posts are non-police jobs and, during the period he worked in these two posts he should not have employed head constable Srinivas in any capacity in his house,” Dinakar has stated in the complaint.
Based on the complaint, the Lokayukta police have filed a First Information Report (FIR) against Krishnamurthy under the Prevention of Corruption Act, 1988.
Subsequently, on January 8, Krishnamurthy lodged a counter-complaint against Dinakar with the Lokayukta police alleging that the former DG and IGP had employed three constables, during his tenure, as orderlies for performing menial tasks at his home.
Krishnamurthy has alleged that the former DG and IGP had employed three constables while serving in the Karnataka Police, said a Lokayukta official.
On the other, it is stated that another retired IPS officer, now serving in the Vigilance Section of the Lokayukta, has employed four orderlies at his home and two at his office. “D N Munikrishna, who works in the Lokayukta as Vigilance Director, has employed four constables over the past four years as orderlies at his home. While we struggle to conduct official duties for want of adequate personnel, these officers are enjoying such privileges which they are not entitled to,” said the official.
Incidentally, deploying police constables as personal orderlies for higher ranking officers is a common practice in the Police department for several decades. However, in the recent years, the practice has come under criticism from various quarters.
