Udupi : In constitutional democracy with a parliamentary system of the government, prime power is in the hands of the people. Free and fair elections are the characteristics of Democracy which increases values of the nation, said Sri Venkatesh Naik T. District Sessions Judge and district Legal Services Authority President.
In his inaugural address on the “Voter’s Day Celebrations” organized by District Administration along with MGM College at Ravindra Mantap Hall on Thursday, 25th January, 2018, he said that India is a constitutional democracy with a parliamentary system of government, and at the heart of the system is a membership of the two houses of parliament, the state and union territory legislative assemblies. Elections are conducted according to the constitutional provisions, supplemented by laws made by Parliament.
The major laws are Representation of the People Act, 1950, which mainly deals with the preparation and revision of electoral rolls, the Representation of the People Act, 1951 which deals in detail with all aspects of conduct of elections and post election disputes. The Supreme Court has held that where the enacted laws are silent or make insufficient provisions to deal with a given situation in the conduct of the elections, he said.
Voters’ participation in the democratic and electoral processes is integral to the successful running of any democracy and the very basis of wholesome democratic elections. Voters’ can elect perfect representative to the government in order to serve the people. If the elected representative not good enough to serve them, they can throw out from the representation to the government and hence the elections will needed in fair and free democracy of the country, he said.
He said in Australia, those who do not have vote for the government will be punishable crime. But in India not like that and in India instead of punish the voter, proper awareness on elections should be necessary. Meanwhile there shall be need to awareness on voting process. Illegal activities during the election will be strongly punishable. The election commission decided that those who born in the year 2000, they are treated as ambassador of election processes and they are attracted millennium voter’s of the country, he said.
In her presiding over address, Priyanka Mary Francis, Deputy Commissioner of the district said that the all citizens after 18 years of age even disabled should franchise the right to vote in the elections and it will possible to elect fair and good governance. In order to make fair and free election, from this year government will provide wheelchairs, ramps and other materials to disabled persons during the election to vote. Those who deceased, such voters are dropped in the list. The administration identified the millennium voters in the district. She called the students not believe and take interest in the messages in the Whatsup media in regard to election processes.
During the occasion 8 students were identified as millennium voters in token and given appreciation letters. Meanwhile national level award winner in elocution competition Shreyas Kotian was felicitated.
Earlier, Anuradha K R. District Additional Deputy Commissioner welcomed the gatherings after invocation by the students.
Sri Laxman B. Nimbargi Superintendent of Police Udupi district took oath from the students and the gatherings. Dr. Sandhya Nambiyar Principal of MGM College spoke during the occasion and gave hints on importance of the voters during the elections.
Latha, Senior Civil Judge and Secretary of District Legal Services Authority, Shivanand Kapasi CEO of Zilla Panchayat, Pradeep Kurdekar Udupi Taluk Tahasildar were present on the dais.
Pradeep Kurdekar proposed vote of thanks and Prof Kokkarne Surendranath Shetty, HOD in Sociology compered the programme.
